Unmanned aerial systems β drones β have moved from novelty to operational capability to security threat in less than a decade. The technology is inexpensive, widely available, increasingly capable, and largely unregulated in ways that make it easy to deploy and difficult to counter.
For organisations with critical infrastructure, sensitive facilities, high-profile events, or principals with elevated personal threat profiles, drone-based threats are no longer a hypothetical future concern. They are a current operational reality that requires active management.
The Drone Threat Spectrum
Intelligence gathering and surveillance. The most common drone threat is also the least dramatic β using commercially available drones to conduct surveillance of a facility, event, or individual. A drone with a high-resolution camera can conduct detailed reconnaissance of a secure perimeter, observe personnel movements, map access and egress points, and identify security vulnerabilities at a distance that makes interception difficult.
Contraband delivery. Drones are used to deliver contraband over secure perimeters β into correctional facilities, secure compounds, and in the executive protection context, potentially to bypass security screening at events or residences.
Electronic warfare and jamming. Drones can carry payloads that interfere with communications, disrupt electronic systems, or conduct signals intelligence collection. This is a more sophisticated threat but is increasingly within the capability range of well-resourced non-state actors.
Physical attack. The use of drones to deliver explosive payloads or to conduct direct kinetic attacks is documented in conflict environments and has been used by both state and non-state actors. While this threat level is primarily relevant to military and high-value government targets, the technology gap between conflict-zone attack drones and commercially available platforms is narrowing.
Privacy and corporate intelligence. For high-net-worth individuals and corporate executives, drone surveillance of residential properties, private events, and business premises represents a privacy threat that may also constitute a security intelligence operation.
Detection
Counter-drone operations begin with detection. You cannot respond to a threat you have not identified.
Detection methods include:
Radio frequency (RF) detection. Most commercial drones communicate with their operators via radio frequency. RF detection systems identify these communications and can locate both the drone and, in some systems, the operator's control device.
Acoustic detection. Drones produce a characteristic acoustic signature. Acoustic sensors can detect drones at meaningful ranges in appropriate environments.
Radar. Radar detection of small aerial targets is possible but requires appropriate calibration to distinguish drones from birds and other small objects. More applicable to fixed critical infrastructure and large events.
Visual and electro-optical. Camera systems with appropriate resolution and field of view can detect and track drones visually. AI-assisted detection significantly improves the reliability of visual detection systems.
Integration. The most effective detection systems combine multiple methods β RF, acoustic, and visual β into an integrated common operating picture. Single-method detection creates gaps.
Countermeasures
The legal framework around drone countermeasures in Australia is complex. The use of electronic jamming to disrupt drone communications, kinetic countermeasures to physically destroy a drone, and other active interdiction measures are regulated β and in most cases, restricted to government agencies.
For private sector organisations, the lawful countermeasures available are primarily:
- Detection and monitoring β identifying the threat and its operator
- Reporting to law enforcement and the Civil Aviation Safety Authority (CASA) β enabling a lawful response
- Airspace management protocols β establishing and maintaining a recognised airspace picture for a protected facility or event
- Physical deterrence β the presence of detection capability creates a deterrence effect even without active interdiction
For some critical infrastructure and high-security environments, there are pathways to more active countermeasure capability through appropriate regulatory engagement. This requires specialist advice.
Operational Integration
Counter-drone capability is most effective when integrated into the broader security operation β not treated as a standalone technical function. This means:
- Counter-drone awareness as part of the security team's operational picture
- Defined protocols for responding to a detected drone β who makes the call, what actions are taken, when law enforcement is notified
- Specific consideration of drone threat in the threat assessment for events and facilities with elevated drone risk
